Sift and measure flour into a mixing bowl. Cut in shortening. Mix with 3/4 cup milk; knead slightly, and roll into an 8 x 12-inch rectangle. Melt butter and mix with brown sugar. Spread on dough; sprinkle raisins equally over dough and sprinkle lightly with cinnamon sugar. Roll up into tubular shape 12 inches long. With a sharp knife, cut 3/4 to 1-inch portions of tube and place each close to one another on a cookie sheet or baking dish, slightly greased. Bake at 400° for 10 minutes.
