Mix Miracle Whip and Cool Whip together and set aside. Dissolve one package of gelatin in 1 1/4 cups boiling water. Add 1 teaspoon of vinegar. Pour 3/4 cup jello into an 8-inch square pan. Chill 25 to 30 minutes (set, but not real firm). Blend remaining gelatin into 3 tablespoons of the blended Miracle Whip and Cool Whip. Spoon over set jello and chill 25 to 30 minutes.
