Combine the green pepper, chili sauce, catsup, water, salt, pepper, Worcestershire sauce, vinegar, brown sugar, dry mustard, paprika and chili powder, mixing well. Pour over meat. Cover frying pan; turn to 220°. Simmer for 30 minutes, stirring occasionally.
