Preheat the oven to 400°F. Melt 1 tbsp butter in an ovenproof casserole and fry the onions, bacon and steak for 3 mins. Remove from the pan and set aside. Melt 1 tbsp butter in the hot fat and cook the potatoes over medium heat for 12 mins, until crispy. Season with salt, black pepper and paprika. Stir in the onions, bacon and steak. Fold in the tomatoes and sprinkle with the cheese. Bake for 15 mins. Garnish with marjoram.
