preheat oven to 350 degrees. combine flour, baking powder, salt, sugar, cocoa and chocolate chips. then mix in oil, eggs, and vanilla. pour onto a cookie sheet. (i like to bake this on my pampered chef bar pan.) top with peanut butter chips. bake for 25 minutes, or until almost set. do not overbake. these are great served immediately, or can also be cooled and served later. if i plan to store them, i like to put them into an airtight container as soon as they have cooled a little bit. they retain their original moisture and texture much better this way.
