Preheat oven to 450°. Sift flour, salt, baking soda and baking powder into a large bowl. Mix in shortening with a spoon. Pour milk over flour, a little at a time (the dough needs to be a little stiff). Add a little flour on a cutting board. Knead and add flour if dough is sticking to hands. Roll out dough on board; use a cookie cutter or drinking glass to cut out biscuits. Bake for 15 minutes, or until golden brown.
