Add boiling water to jelly powder in large bowl; stir 2 min. until completely dissolved. Stir in club soda. Refrigerate 40 to 45 min. or until thickened but not set. Remove 1 cup jelly; place in medium bowl. Reserve for later use. Stir oranges into remaining jelly; spoon into 8 champagne glasses. Beat reserved jelly with mixer on high speed until doubled in volume; spoon over jelly in glasses. Refrigerate 3 hours or until firm.
