In a large mixing bowl, cream the butter and sugars. Add eggs, honey and vanilla. Combine flour, coarse oatmeal, salt, baking powder and soda. Gradually add to creamed mixture. Stir in grated candy, nuts and chocolate chips. Refrigerate for 1/2 hour. Roll into 1 1/2-inch diameter balls. Place 2-inches apart on cookie sheets. Bake at 375° for 6 minutes. Makes approximately 4 1/2 dozen.
