Combine water, butter, sugar and salt in a saucepan; bring to a boil. Add flour all at once, then over low heat, beat with a wooden spoon about 1 minute or until mixture leaves sides of pan and forms a smooth, thick dough. (Yes, this uses only 1 teaspoon of sugar!) Remove from heat. Continue beating about 2 minutes to cool slightly. Add eggs, one at a time, beating after each until mixture has a satiny sheen. Stir in raisins. Drop heaping measuring tablespoonfuls about 2 inches apart on greased baking sheets. Bake 30 to 35 minutes or until golden, firm and doubled, at 375°. Remove to wire rack to cool slightly. While still warm, gently spread frosting over tops and sides. Makes 20. (Do not overbake!)
