Place the raisins and water in a saucepan and boil for 5 minutes, covered. Remove from heat, but do not take off the lid until the raisins are cool. Sift and measure flour. Add baking soda, baking powder, cinnamon and nutmeg. Sift again to mix; set aside. Cream the shortening and sugar. Add eggs and vanilla. Add flour mixture and blend well. Stir in oatmeal and raisins. Do not add extra liquid from raisins. I dip them out with slotted spoon. Spray cookie sheet. Drop by spoonfuls. Bake at 350° for 12 to 13 minutes. Do not overbake.
