In skillet, cook onion and hot chilies in oil until softened (approximately 4 minutes). Add tomatoes and cook 2 more minutes. Add onion and chilies to bowl and stir in spinach, vinegar, cream cheese, Monterey Jack cheese and half and half. Salt and pepper to taste (approximately 1/2 teaspoon). Put in buttered baking dish and cook at 400° for 20 to 25 minutes. Serve with tortillas.
